Recently, Guangzhou Municipal Committee of the CPC has issued No 1 document of 2008 – Decisions on Promoting Independent Innovation and Hi-tech Development. In terms of the decisions, each of the following three years since 2008 will see over RMB1 billion to be invested on development of science and technology. Products of independent innovation should be priority for government departments to purchase.

According to the document, Guangzhou will develop into China's first innovation-oriented city and a leading base of Hi-tech industry as well as an export base of Hi-tech products. A group of enterprises of large scale boasting international competitive advantages and independent intellectual property rights will be developed,

Guangzhou will focus on development concerning electronic information and manufacturing, software, bio-pharmacy, information services, innovation industry, manufacturing of digital control equipment, new materials, environment protection, new energies and digital home, aiming at improve and reorganize traditional industries through Hi-tech and advanced technologies. Major industries will be encouraged to bring in Hi-tech to produce innovative products or technologies. Besides, a more scientific overall planning for development of Hi-tech industry will be formulated to strengthen construction of Guangzhou Hi-tech Industry Zone.
