On the early morning of January 29th, 2008, Guangzhou police launched their top emergency plan for the Spring Festival transportation, that is, to evacuate the passengers to 13 temporary shelters via buses or metro trains. The closest shelters are the former Canton Fair venue, the No. 103 Middle School, and the Jinhan Exhibition Centre, while the farthest is the Pazhou Exhibition and Conference Center in Haizhu District.

On the evening of January 28th, Guangzhou police reinforced its policemen in the neighborhood of the Guangzhou railway station square a to over 2,500, who enforced the task of persuading the passengers to temporarily avoid the traffic peak.
