As the requirements of the college entrance examination for overseas Chinese students differ from those for domestic students, it is reported that some intermediaries in China have taken illegal means to get the overseas Chinese student status for those domestic students, which has resulted in the abnormal increasing amount of overseas Chinese students, which is the wrost in 2005. This phenomenon has brought about bad influence and attracted the attention from various government departments concerned.

The Ministry of Education, Ministry of Foreign Affairs, Ministry of Public Security and Overseas Chinese Affairs Office of the State Council have redefined the qualifications for overseas Chinese students who enter themselves for the college entrance examination in China. Besides the previous requirements for the legalized certificates or notarial certificates of long-term or permanent residence permit which are issued by the Chinese consulates or embassies abroad, two more requirements have been added for them, which are the minimum two years overseas residence time and holding Chinese passports .
